Mark Alipio, a dedicated advocate for Quality Care and enhanced services home and community-based services in California, that offers a distinct perspective as an immigrant and first-generation residential care provider. Through his family-run facilities, Mark has gained in-depth knowledge of quality services for adults with disabilities, the elderly, and caregivers’ challenges. As a Direct Support Professional and Residential Care Administrator, he has acquired insights into the challenges faced by individuals with complex medical conditions.
Mark specializes in grant and business consulting in health and enhanced behavioral support for those with mild to severe needs. He serves on the Ca DDS HCBS Advisory Board Committee, a Ca DSS RCFE and ARF PROVIDER STAKEHOLDERS, a Board Member of the Long Beach Homeless Coalition. These roles combine his community care expertise with his passion for innovative solutions and affordable housing advocacy.
A certified Crisis Prevention and NonViolent Intervention™ Instructor, Mark teaches de-escalation techniques and severe behavior management strategies. He is also a certified American Heart Association Heartsaver™ (FIRST AID, CPR & AED) instructor for frontline workers and Basic Life Support for Licensed Medical Professionals.
Since January 2022, Mark has been a member of the CDSS Adult and Senior Care Program (RCFE) Provider Stakeholder Advisory Group. As president of the Ca Care Association, he is committed to developing and preserving self-determined, person-centered programs and working care models that enhance the safety and well-being of California’s most vulnerable residents in senior and adult communities.
